How to encode a .mp3 or .wav file to .wma Windows Media Encoder 9.0
1. Run Windows Media Encoder. (You can download it from here if you do not have it installed.)
2. Click on New Session:
3. The new session wizard pops up, click on Convert a file. Then click on OK.
4. Next browse to find the .mp3 or .wav file you want to encode. You can choose a different directory for the .wma file to be encoded to or leave it in the same directory as the original .mp3 or .wav file. Click Next when finished.
5. pIck the option File download (computer playback) then click Next.
6. Set the Audio to: Voice quality audio (CBR). Set Bit rate to 7Kbps. Click next.
7. Enter your display information you want in this section, click next when finished.
8. You can review your settings, click back if you need to any any if not click next. (If you have the Begin converting when I click Finish box checked it will start encoding as soon as you click Finish.)

11. Click on close to end encoding, or you can click on Play Output File to listen the the .wma file just converted. Click on New Session to encode another file and repeat the steps above. Click close to close this box. Windows Media Player main window pops up. Click on the x in the upper right corner to close Windows Media File.
12. When the following box pops up just click on No to exit Windows media player:
13. There you go big boy, you are now an official Windows Media Encoder expert, sorry no certificate issued.... 8-)
